Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications (ROSKOMNADZOR)

The Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications (ROSKOMNADZOR) has been established in accordance with Russian President’s Decree No. 1715 of 03 December 2008.

ROSKOMNADZOR is a federal executive authority entitled to carry out permitting and licensing activities, validation and supervision in the spheres of telecommunications, information technologies and mass communications.

ROSKOMNADZOR is an authorized agency entitled to protect personal data owners’ rights.

Under the jurisdiction of the Ministry of Telecom and Mass Communications of the Russian Federation, ROSKOMNADZOR’s activities are aimed at attaining the following objectives:

  • ensuring society demand in high-quality telecommunication services as well as information and communication technologies;
  • promoting mass communications and freedom of mass media;
  • ensuring protection of citizens' rights to privacy, personal and family confidentiality.

ROSKOMNADZOR comprises 10 departments of the central administrative office providing general policy, and 75 territorial agencies.

ROSKOMNADZOR is authorized to arrange activities of the enterprises in the radio frequency service. It comprises the General Radio Frequency Centre FSUE and seven federal state unitary enterprises of federal districts (the Radio Frequency Centre FSUE of the Southern Federal District performs radiomonitoring in the territory of the North Caucasian Federal District).

The General Radio Frequency Centre is authorized to estimate the possibilities of using Radio Frequency Equipment (RFE) and its electromagnetic compatibility with other RFE, including special-purpose RFE; carry out international coordination; and ensure international legal protection of frequency assignments.

Radio frequency centres of federal districts provide proper use of the radio-frequency spectrum and monitor civil RFE radiation.

The INFORMREGISTR Research and Development Centre FSUE is also affiliated to ROSKOMNADZOR.

The INFORMREGISTR Research and Development Centre FSUE carries out research and monitors status and development of different domains in Russia’s current information space. The Centre participates in the statutory state-governed accounting of information resources and systems.
